The Outstanding Philippine Soldiers (TOPS)


The Philippines is at risk and is prone to natural disasters.  This situation is closely related to country’s geographical location since we are in the Pacific Ring of Fire that is easily affected by tropical cyclones.

Thus, our country needs proper disaster response and management plan among various stakeholders especially the government. Realizing the shared responsibility between the government and its citizens, the The Organization of Philippine Soldiers with Outstanding Leadership, Dedication, Integrity, Excellence, and Responsibility to Society (TOPSOLDIERS), the alumni organization of Metrobank Foundation, Inc. (MBFI) outstanding soldier awardees in partnership with the Armed Forces of the Philippines embarks in a community-based disaster risk reduction project entitled “CMDRR2 Project” or “Building Community Resilience through Civil Military Community Managed Disaster Risk Reduction”.

CMDRR2 aims to train select members of the AFP through the Office of Deputy Chief of Staff for Civil Military Operations, J7 and reservists in community managed disaster risk reduction in the areas where they operate.  CMDRR2 highlights the indispensable role of civil military in building community resilience. The province of Zambales served as the pilot location of the training program. The International Institute for Rural Reconstruction (IIRR) trained the members of AFP for one week in mid-November for the Phase 1 implementation of CMDRR2. 

The CMDRR2 Project will employ a Training of Trainers (TOT) approach wherein a core team will be organized that will undergo series of trainings, mentoring and learning workshops on CMDRR and CCA as the main capacity building content area. A supplemental training on Community Emergency Response Training and Sphere Humanitarian Standards in Disaster Response will also be conducted.

MBFI president Aniceto M. Sobrepeña believes that this project of TOPSOLDIERS is a testament to the foundation’s thrust. “This undertaking of our alumni organization is a proof that Metrobank awardees really lead exemplary lives. Even after winning their respective awards, these outstanding soldiers continue their community service by coming up with these kinds of project that benefit the society,” he says.

The Outstanding Philippine Soldiers (TOPS) is a nationwide search that honors the career achievements of gallant officers and enlisted personnel from the Army, Navy, Air Force, as well as the Technical Services.

Nominees for TOPS must have a minimum service record of seven (7) years and should have displayed courage, integrity and responsibility in performing their duties in the fields of combat, community service and technical service. Each awardee receives a trophy and cash prize of P300,000.
