President Ferdinand R. Marcos, Jr., together with the members of his Cabinet, recognize the 2022 Metrobank Foundation Outstanding Filipinos on September 9, at the President’s Hall of the Malacañan Palace, City of Manila.
President Ferdinand R. Marcos, Jr. recognized the 2022 Metrobank Foundation Outstanding Filipinos in a formal ceremony on September 9 at the President’s Hall of the Malacañan Palace, City of Manila.
The awardees composed of four (4) teachers, three (3) soldiers, and three (3) police officers each received a “Medallion of Excellence” from the Chief Executive, Executive Secretary Victor D. Rodriguez, Special Assistant to the President Antonio Ernesto F. Lagdameo, Jr., and Presidential Management Staff Secretary Maria Zenaida B. Angping. Metrobank and Metrobank Foundation (MBFI) chairman Arthur V. Ty led the presentation of the awardees together with MBFI vice chairman and Toyota Motor Philippines Corporation chairman Alfred V. Ty, Metrobank president Fabian S. Dee, and MBFI president Aniceto M. Sobrepeña.
“It is arguable to say that the way of life of a soldier, a policeman, and a teacher could be described as one of the most difficult and often thankless jobs that we ask our citizens to do. And yet, you did it and you did it well. And you look into the face of the challenges that were before you and you did not allow that to stop you because clearly you have a commitment to the service that you have taken an oath to continue and to serve,” said President Marcos.
“Your constant resolve to fulfill and transcend your duties to the best of your ability will exemplify what it means to be true public servants. You are the living embodiment of the phrase ‘beyond excellence,’” he added.
Outstanding Filipinos exemplify the true meaning of “Beyond Excellence,” as their contributions in service and community involvements are geared towards making a difference beyond their own selves, but in sectors where they serve and the country at large.

Jorta, “Bukidnon’s Ingenious Educator for the Indigenous Peoples,” Teacher I and Officer-in-Charge of Keupiyanan Te Balugo (San Fernando, Bukidnon); (2) Christine Joy DR. Aguila, Ph.D., “Quezon City’s Champion Educator of Filipino Language Instruction,” Special Science Teacher 5, Philippine Science High School – Main Campus (Quezon City); (3) Mark Nolan P. Confesor, Ph.D., “Mindanao’s Physicist-Educator Extraordinaire,” Professor 6, Mindanao State University – Iligan Institute of Technology (Iligan City); and (4) Leonila F. Dans, M.D., M.Sc., “Manila’s Pioneering Educator on Pediatric Rheumatology,” Professor 12, University of the Philippines Manila (City of Manila).

Tuganan PA, “Central Mindanao’s Combat Ace and Marksman,” First Sergeant of the Delta Company, 33rd Infantry Battalion, 6th Infantry Division, Philippine Army (Radjah Buayan, Maguindanao); (6) Colonel Maria Victoria P. Juan NC, “Philippine Army’s Health Service Innovator,” Army Chief Nurse, Office of the Army Chief Nurse, Headquarters Philippine Army (Taguig City); and (7) Colonel Stephen L. Cabanlet PN(M), “Philippine Marine Corps’ Visionary Warrior for Peace,” Assistant Chief of Unified Command Staff for Operations, U3, Western Command, Camp Gen. Artemio Ricarte (Puerto Princesa City).
Meanwhile, recipients of the 2022 Metrobank Foundation Outstanding Filipino Award for Police Officers are (8) Police Executive Master Sergeant Rogelio A. Rodriguez Jr., “Criminal Investigation and Detection Group’s Crime-busting Intelligence Operative,” Investigator, Anti-Fraud and Commercial Crimes Unit, Criminal Investigation and Detection Group (Quezon City); (9) Police Captain Rosalino E. Panlaqui, “Jalajala, Rizal’s Chief Protector and Community Relations Advocate,” Chief of Police, Jalajala Municipal Police Station (Jalajala, Rizal); and (10) Police Colonel Lambert A. Suerte, “PNP Special Action Force’s Stalwart of Law and Public Safety,” Battalion Commander, Regional Mobile Force Battalion – National Capital Region Police Office (Taguig City).
Delivering a response on behalf of the awardees, Dr. Confesor said “I believe that at the heart of a progressive republic is a united people bound together not only by common interests but also by a common identity. Our forefathers have set an example of Filipinos who are patriotic, brave, benevolent, industrious, and innovative. These are the very ideals that we celebrate today. We thank the Metrobank Foundation for believing in the nobility of public service and the greatness of Filipino public servants.”
Mr. Jorta is the primary driver of the establishment of Keupiyanan Te Balugo, a public school of the Matigsalug community in San Fernando, Bukidnon. It is a last-mile school with multi-grade classes. Teacher Junmerth traverses long roads and braves trails to provide education to indigenous learners, as well as spearhead community programs to combat hunger and illiteracy.
TSg Tuganan’s accomplishments, on the other hand, speak volumes about his expertise in combat operations as a defender of sovereignty and community welfare in Maguindanao. With his rich experience and knowledge in combat, he has trained several comrades to elevate their competence in combat operations. Apart from being on the frontlines, his triumphs include nurturing resilient communities despite the dangers on the battlefield.
Lastly, for PCPT Panlaqui, fulfilling his duty as an agent of the law means embracing all aspects and challenges of maintaining peace and order. As Chief of Police, he is known for building a strong relationship between the police and community, which is founded on gaining the trust of the people through holistic engagements. With his leadership, the Jalajala police station has adopted and institutionalized programs that empower citizens to lead better lives and uplift their conditions.
The awardees join the ranks of 685 Metrobank Foundation Outstanding Filipinos since 1985. The program is held in partnership with the Department of Education, Commission on Higher Education, Armed Forces of the Philippines, Philippine National Police, PSBank, Rotary Club of Makati Metro, and the Rotary Club of New Manila East.
