Eligibility Requirements

For a nominee to be considered, the following eligibility requirements must be satisfied, viz:

1. Tenure / Years in Service. Nominees must be in active service for a minimum of ten (10) years. Nominees must not have been on leave for more than two (2) years immediately prior to nomination and must still have at least three (3) years of remaining service before mandatory retirement.

2. Character Record. Nominees must have exhibited good moral character and must NOT have been adjudged guilty in any civil, administrative, or criminal case.

3. Performance Rating. Nominees must have attained performance ratings of at least ‘Very Satisfactory’ or its equivalent for the past ten (10) years. For those who have been on official/ study leave or on secondment, performance ratings for ten (10) years closest to the period of nomination should be provided.

4. Appointment Status. Nominees must have permanent appointment (full time).

5. Position and Rank

5.1 Teachers

  • Elementary (Kinder to Grade 6) and secondary (Grades 7 to 12) teachers, including alternative learning system (ALS) mobile teachers with FULL teaching load
  • Teachers carrying administrative positions, including district ALS coordinators with a minimum of six (6) hours teaching load per week during the school year they are joining
  • Higher education and graduate school teachers
  • School administrators, school heads, district and division supervisors, regional directors, campus directors, executive directors, presidents, chancellors of schools or its equivalent position are NOT eligible to join.

5.2 Soldiers

  • Commissioned Officers (CO):
    • Philippine Air Force: Captain to Colonel
    • Philippine Army: Captain to Colonel
    • Philippine Navy: Lieutenant to Captain
  • Enlisted Personnel (EP):
    • Philippine Air Force: Airman 1st Class to Chief Master Sergeant
    • Philippine Army: Corporal to Chief Master Sergeant
    • Philippine Navy: Seaman 1st Class to Master Chief Petty Officer

5.3 Police Officers

  • Senior Police Commissioned Officers (SPCO): Police Lieutenant Colonel to Police Colonel
  • Field Grade Police Commissioned Officers (FGPCO): Police Lieutenant to Police Major
  • Police Non-Commissioned Officers (PNCO): Police Corporal to Police Executive Master Sergeant

6. Educational Attainment

6.1 Teachers.

  • Basic Education (K-12) Teachers: Master’s degree or completed academic requirements (CAR) for a Master’s degree
  • Higher Education and Graduate School Teachers: Doctorate degree, a medical degree (MD), a juris doctor (JD) degree, a dental medicine degree (DMD), or its equivalent

6.2 Soldiers.

  • Commissioned Officers (CO): Bachelor’s degree
  • Enlisted Personnel (EP): High School Diploma

6.3 Police Officers.

  • Commissioned and Non-Commissioned Police Officers: Bachelor’s degree
