In time for its 10th anniversary celebration, GT Foundation, Inc. (GTFI), the Ty family foundation, turned-over a newly constructed barangay health station last October 17 in Cabunga-an, Tarangnan, Western Samar. The facility will benefit 5,000 residents from six (6) neighboring barangays namely Cabunga-an, Bangon Gote, Binalayan, Lahong, Talinga and Dapdap.

This is the fourth barangay health station built in partnership with Plan International Philippines, a development and humanitarian organization advocating for children’s rights to education, protection, health care and high quality of life. Besides the provision of primary healthcare to locals, maternal services from pregnancy to post-partum including childcare will also be made accessible. It houses several rooms for consultation, sterilization, recovery, labor and delivery.

GTFI also sponsored the health station’s equipment and the purchase of a motorcycle ambulance for the transportation of patients, especially for pregnant mothers.

As a grant-giving organization, GTFI assists qualified non-government organizations focusing on maternal and child care through the following priority areas: maternal health–construction or rehabilitation and equipping of new barangay health stations; medical and surgical missions; mobile clinics; assistance to public health facilities; training for health care providers on maternal and child health care services; and nutrition. Two (2) more health stations with birthing facilities are set to be turned over in barangay Kinitaan, North Upi, Maguindanao and barangay Bungued, Datu Odin Sinsuat, Maguindanao this month. GTFI was established in 2009 to integrate the philanthropic activities of the Ty family by investing in strategic development programs primarily in education, health, and disaster response through direct interventions and grants.

The Metrobank Foundation, Inc. (MBFI) and Philippine Judicial Academy (PhilJA) conferred this year’s Metrobank Foundation Professorial Chair in Law to newly appointed Supreme Court Chief Justice Diosdado Peralta on October 2 at the Supreme Court En Banc Session Hall, City of Manila.

Before his appointment as chief magistrate, then Associate Justice Peralta delivered his paper “The Significance of Recent Development in Criminal Law, Procedure and Jurisprudence to the Philippine Judicial System” which covered the interchange of initiatives between branches of the government in the development of criminal law, with emphasis on judicial reforms.

The lecture cited recent laws and Supreme Court rules and decisions on the adjustment of penalties, probation, plea bargaining in drug cases, reduction of sentences of personas deprived of liberties based on good conduct time allowance, community service, continuous trial and the use of videoconferencing technology in conducting testimonies.

According to him, the inclusion of the mentioned legislative enactments and court rulings in his presentation were chosen not only based on the efforts of the Judiciary to decongest court dockets and address court delays, but because they “greatly affect the rights of the accused of life and liberty.”

“With the advent of modern age and liberalism, the idea of justice that is hinged on punishment and vengeance, known as retributive justice, is slowly being replaced by one that focuses on reparation and reconciliation—the concept of restorative justice,” wrote Chief Justice Peralta on his paper’s conclusion.

MBFI President Aniceto Sobrepeña remarked justice is delivered when one receives what he or she deserves. “The lecture at its heart is about the changes our judicial system has undergone to better serve people, wherein wrongdoers are held accountable, restored and sent back as contributing members of society,” he added.

Now on its 16th year, MBFI and PhilJA’s Professorial Chair Lectures seeks to promote excellence in the judiciary and legal education through the delivery of timely and comprehensive discourses by seasoned legal practitioners not just for legal practitioners but for the general public as well.

GT FOUNDATION BATCH 9 SCHOLARS COMPLETE CERTIFICATIONS AT TMP TECH. Four (4) GT Foundation, Inc. (GTFI) scholars under its Scholarships for Technical-Vocation Education Program (STEP) completed their two-year certificate degree on general automotive servicing course from Toyota Motor Philippines School of Technology (TMP Tech). The ceremony was held during the TMP Tech’s 9th Commencement Exercises on October 16, 2019 at Sta. Rosa City, Laguna. They are (L-R) James Red, Steven Lumacad, Exel Maputol, and Mike Anthony Obias IV. 35 YEARS OF FOSTERING FILIPINO CREATIVITY AND ARTISTRY: PROMISING YOUNG ARTISTS RECEIVE METROBANK ART & DESIGN EXCELLENCE FEAT

The Metrobank Foundation, Inc. (MBFI) recognized this year’s Metrobank Art & Design Excellence (MADE) awardees in a ceremony held on September 19, 2019 at the Le Pavillon, Metropolitan Park in Pasay City. Japan Ambassador to the Philippines Koji Haneda and Department of Tourism Secretary Bernadette Romulo-Puyat graced the event as Guests of Honor.

On its 35th year, MADE chose the theme “UNLEASH” to reflect MBFI’s continuing advocacy to seek out and exalt Filipino visionaries—young individuals who bring vibrancy to the evolving art scene whether they are working with a blank canvas or a space waiting to be transformed.

“The establishment of MADE in 1984—which signaled the start of the Foundation’s corporate social responsibility activities—was therefore a deliberate decision. George Ty envisioned art as an asset to our democracy, and an important investment for economic development,” said MBFI president Aniceto Sobrepeña.

“From the outset, MADE became an extension of Metrobank’s commitment to engage with communities, improve lives, and boost the economic growth of the country,” he added.

Two (2) Grand Awardees for the Oil/Acrylic on Canvas and Watermedia on Paper Categories received a financial assistance worth P500,000 and a “Mula” glass trophy designed by 2009 Metrobank Prize for Achievement in Sculpture (MPAS) awardee Noell El Farol. On the other hand, three (3) other finalists were given Special Citations for their remarkable artworks.

The conferment of the 2019 MADE Awardees was led by Ambassador Haneda and Secretary Romulo-Puyat, Metrobank and MBFI chairman Arthur Ty, Federal Land, Inc. senior vice president and MBFI trustee Anjanette Dy-Buncio, and Sobrepeña.

Title: “Evanescing Lives from the Homeland”
Artist: Jayme Emille C. Lucas

Tarlac City-based artist Jayme Emille Lucas is the Grand Awardee for the Oil/ Acrylic on Canvas Category. Emerging from the tradition of Social Realism, “Evanescing Lives from the Homeland” conveys a powerful snapshot of farmers. Deeply influenced by “the kind of environment” that Lucas lives in and to other places where Lucas has been, the work shows the farmers not involved in their back-breaking labor but confronting the gaze of the viewer.

Arrayed on a clearing and against the tall stalks of a sugarcane plantation, the three central figures embody a palpable posture of defiance, ready to tell their plight. Of different ages, they belong to three generations, which suggests how farming is passed on unbroken along familial lines and how the cycle of poverty becomes entrenched.

What makes this work haunting and urgent are the ghostly emanations of those who have passed on but continue to influence the living to continue the struggle. Intensifying the uncompromising stance of the farmers is the sky, with its churning dark clouds, which threatens rain. The symbolism of the impending rain is two-fold: it conveys both nourishment of the earth or its devastation.

Rendered “like a photo taken from the past being forgotten inside an old photo album misplaced and lost in the house,” the winning-work makes certain that the story of struggle and resistance of farmers continues to be told.

A graduate of Bachelor of Arts major in Advertising from Tarlac State University, 22-year old Lucas works as a freelance artist. She hopes to hold an exhibition one day and to create a mural art in an elementary school in Hacienda Luisita which can serve as inspiration to students.

Title: “Existence of Blue”
Artist: Christian Jame F. Maglente

Twenty three (23)-year old Grand Awardee Christian Jame Maglente deals with the timely issue of mental health, which seems to disproportionately besiege young people who are still trying to gain a foothold in life. The “blue” in the title points at the literal color of the painting’s background while at the same time alluding to the “blues,” which is an informal term for extreme sadness or depression.

Depicted in a depressive state, the central figure, mirrored on his left and right sides, crouches on top of a column, as he is consumed by a tumult of thoughts and feelings. His confused interior reality is expressed as an explosion of pigments interspersed with skulls and skeletons, which symbolize the figure’s contemplation of mortality and death.

Occasionally, in this complex web of a struggle made visible, flames shoot up, which may be read as a wish for destruction. But fire is also a cleansing agent. Just like the phoenix, the figure may be undergoing a process of purification in order to achieve health, balance, and stability. It is also a comforting notion that the background against which this metaphorical conflagration transpires is a light shade of blue, the color of dawn, of new beginnings.

Through its painfully lyrical examination of the mind in crisis, the work renders in concrete terms the struggle that attends a breakdown and makes a compelling case for intervention.

A graduate of Fine Arts major in Painting from Eulogio Amang Rodriguez Institute of Science and Technology, Maglente plans to create a masterpiece like no other and wishes for other people to have an appreciation about art.

Title: “25/7”
Artist: Christian Cedrick M. Dela Paz

Recipient of Special Citation in the Oil/Acrylic on Canvas category, Christian Cedrick Dela Paz locates the everyman in the familiar setting of the jeepney in 25/7. The title suggests that the 24 hours that constitute a day seem never enough, what with the many responsibilities a common folk has to juggle simultaneously in order to keep body and soul together in an urban place.

This lack of time is symbolized by the man mournfully looking at his watch, with his evidently sad eyes and pursed, downturned lips. Behind him, framed by the jeepney window, is a wash of black, which may be the pre-dawn sky as he rushes for work or the night as he goes home with only a few hours left for rest.

Further emphasizing this lack of time is the paper bag of a convenience store which is open all day and all night. It may be that of the figure or another passenger, which has left it on the floor of the jeepney after hurriedly consuming a meal, because time is not sufficient for a proper sit-down to enjoy it.

25/7, with its dark, brooding color palette, confronts how modernity has robbed man the time to recuperate from the travails of the everyday. One has to make do with the little mercies offered to him while, as the figure in the work by Dela Paz demonstrates, longing for a more enduring form of alleviation.

Dela Paz, 23, plans to hold his own exhibition someday. His goal is to showcase Filipino culture and art to future generations through his works. Dela Paz is a graduate of Bachelor of Fine Arts major in Visual Communication from Eulogio Amang Rodriguez Institute of Science and Technology. He is currently affiliated to art groups Tuklas 2018 and Door 305.

Title: “Upuan”
Artist: Dave Alcon

Upuan, which receives Special Citation in the Oil/Acrylic on Canvas category, by Dave Alcon makes evident the structure of social, political, and economic hierarchies, conveyed by the metaphor of the chair. Found anywhere from classrooms to boardrooms, from government to religious institutions, the chair is a symbol of representation, inclusion, and power and whose association with privilege extends into language.

In the work, stacks of chairs, rendered as line drawing against a black background, crowd into a dense, structure in the bottom two-thirds of the canvas, which eases up in the middle before assuming once again a hectic complexity. From this point, the structure tapers off, assuming the shape of a pyramid. The background opens up as the chairs become fewer and fewer until the pyramid culminates into a golden throne that, because of its color and stylized rendition, becomes the dominant element of the composition.

Stark in its choice of color palette and subject, Upuan is a deceptively simple revelation of the sheer competition necessary to achieve the throne’s enviable position, which is paradoxically held up by the chairs that maintain the structure where only the very few, if not one, can reach the top.

Based in Muntinlupa City, 21-year old full-time visual artist Alcon’s works usually tackle political and economic crises, and environmental issues. In the future, Alcon wishes to continue creating artworks and dreams of becoming a successful and well-known artist. He earned his Bachelor’s degree major in Advertising from the Technological University of the Philippines Manila.

Title: “Walang Hihigit pang Sandata”
Artist: Arman Jay S. Arago

Art has been used as a vehicle to convey anti-war sentiments, as exemplified by Walang Hihigit Pang Sandata, recipient of Special Citation for Watermedia on Paper category, by Arman Jay Arago. Rendered in monochromatic green, the work is dominated by a central figure who has abandoned his military roots (as evidenced by his fatigue which now pools on his right leg) and now wears layman clothes as he earnestly holds a Bible to his chest.

With his head slightly tilted upwards in an attitude of expectation and his left leg having taken a decisive step, the figure is depicted ready to take a different journey from that of his previous life: to minister God’s Word.

As if moving towards the viewer, the figure straddles over the implements of war—grenades, missiles, automatic rifles that constitute a veritable still life of destructive force—that have caused countless loss of lives as well as grief on the part of those who have been left behind. A telling detail is how a strong light bathes the left side of the figure, which symbolizes Divine Providence, illuminating the path towards his new life.

A member of Linang Art Group, 27-year old Arago is a graduate of Bachelor of Technology major in Drafting Technology from the University System of Rizal- Morong. He dreams of becoming a national artist one day.

This year’s MADE Painting Recognition Final Board of Judges was chaired by artist and Green Papaya Projects art director Norberto “Peewee” Roldan. Members of the Board included multimedia artist Katrin De Guia, 1989 MADE Grand Awardee Antonio “Tony” Leano, curator Andrick Caesar “Ricky” Francisco, and visual artist Albert Avellana.

Another highlight of the night was the unveiling of an art exhibit entitled “UNLEASH,” showcasing the artworks of this year’s MADE semi-finalists and national finalists. Artworks displayed were made available for sale during the exhibit run.

Meanwhile, a lecture entitled “MADE Symposium: A Series of Lectures on Re-discovering Philippine Art & Cultural Heritage will also be held in the same venue on September 20. With topics about “Art Competitions and its Relevance to Philippine Art & Design Landscape,” “Use of Technology in Documenting Heritage,” “Legal Issues in Art & Heritage: On Forgeries and Conservation,” and “Beyond the Market: On Local Art Fairs and International Biennales,” the lectures will tackle relevant topics and issues in Philippine arts and cultural heritage.

With speakers who are experts in the field, the lectures also aim to share first-hand experiences and engage the audience through an open discussion on issues which are most relevant to the Philippine art scene.

DR. GEORGE S.K. TY POSTHUMOUSLY HONORED FOR HIS PHILANTHROPIC CONTRIBUTIONS BY THE SENATE. The members of the Senate of the Philippines unanimously adopted Senate Resolution Number 10 “Resolution Posthumously Honoring Dr. George S.K. Ty for his Philanthropic Contributions” on September 9. After his passing on November 23, 2018, Dr. Ty’s heart for community and lifelong mission to make a difference in the lives of Filipinos and contribute to nation-building through the Metrobank Foundation, Inc. (MBFI) are passed on to his family. Receiving the resolution from Senate president Tito Sotto and the rest of the senate members are: Dr. Ty’s wife Mary Vy Ty (9th from left), sons Arthur V. The Senate of the Philippines commended this year’s Metrobank Foundation Outstanding Filipinos—comprised of four (4) teachers, three (soldiers), and three (3) police officers—in a plenary session held last September 9, 2019.

The 18th Congress passed adopted Senate Resolution Number 11 authored by Senator Sherwin “Win” T. Gatchalian, chairperson of the Final Board of Judges, Senator Joel Villanueva, Senator Ronald “Bato” dela Rosa, and Senator Panfilo Lacson. This resolution honors this year’s awardees for their contributions to society. Senator Gatchalian led the ceremonies. Dr. Cutiongco-de la Paz, Philippines’ Prime Mover of Genomic Medicine and Education, has dedicated her 22 years in the teaching profession to genomics, a branch of biology concerned with the study of genes. She, along with her colleague Dr. Carmencita Padilla, established a Clinical Genetics Fellowship Program, the first and only one of its kind teaching and training program in the subspecialty of Genetics in the country. She is also currently part of an international team of experts with an extraordinary mission to advance the understanding and ability to treat X-Linked Dystonia Parkinsonism or XDP.

Dubbed as Marawi’s Lead Explosive Ordnance Disposal Expert, MSgt. Caporas has safeguarded communities from bomb threats throughout his two-decade career in ordnance service. He was deployed in Marawi for the whole duration of the siege. He led a team of explosive ordnance disposal (EOD) experts tasked to recover and dispose Improvised Explosive Devices (IEDs) and Unexploded Ordnances (UXOs) during the five-month battle. In one high-risk operation, he was able to use raw materials available in the area to create an explosive, called “Bintana”, instrumental to the assaulting troops.

P/CMSgt. Agustin, Camp Crame’s Anti-Human Trafficking Crusader, is a licensed social worker who found her calling in the police force, particularly at the Women and Children Protection Center (WCPC) of Camp Crame. With her lead, WCPC has adopted an interviewing technique, dubbed as the “Social Worker-Police Investigative Technique in Handling Cases Involving Women and Children Victims.” She also co-authored the Standard Operating Procedures Manual being widely used by the PNP when handling Trafficking in Persons (TIP) cases. This aligns with the new provisions of the Republic Act No. 10364 known as the “Expanded Anti-Trafficking in Persons Act.”

The awardees were selected by the esteemed members of the Final Board of Judges chaired by Senator Sherwin “Win” Gatchalian and co-chaired by Supreme Court of the Philippines associate justice Alexander Gesmundo. Each awardee received a cash prize of PhP 1 million each (net of tax), a golden medallion, and “The Flame” trophy during the formal conferment ceremonies held on September 4 at the Metrobank Plaza in Makati City as part of Metrobank’s 57th anniversary celebration.

“More than 23 years ago, I sat down with a man who had a vision. He shared ideas of what the future could look like, imagining a society where people were enabled to pursue noble dreams and aspirations. We toasted over tea, and I came onboard in a position that gave me a vantage view of how a visionary realizes a better world, one project after another.”

These were the opening lines of the winning tribute delivered by Aniceto Sobrepeña, president of Metrobank Foundation, to Dr. George S.K. Ty.

During the memorial service on Nov. 25, 2018, he described Ty’s passion and drive to enable others to reach their potentials. The founder of the Metrobank Group of Companies established the Metrobank Foundation in 1979 as the corporate social responsibility arm of his conglomerate.

Ty shared his resources to implement programs that uplifted the quality of life across the country. He believed in giving others a chance to be great by giving them an opportunity. Sobrepeña talked about Ty’s philanthropic legacy, which he felt should be made known to a wider audience. His tribute was consequently published in print and social media.

The positive feedback received from the public prompted the Metrobank Foundation to submit the eulogy as an entry to The Philippine Quill Awards. “Good Night, Mr. George Ty. I’ll See You in the Morning,” bagged the Quill Professional Excellence Award in the 17th Philippine Quill Awards last Aug. 30.

Sobrepeña spoke of Dr. Ty’s generosity and passion to help others through the Metrobank Foundation’s programs and projects that address needs of various sectors of Philippine society, while also intending for them to move forward and reach for their goals.

The intent of the eulogy was to honor Ty by communicating the Metrobank founder’s benevolent initiatives benefitting marginalized and disadvantaged Filipinos through the work of the Metrobank Foundation, highlighting Ty’s vision, values, and contribution to society. The eulogy was intended to reach and connect to a wide audience through Sobrepeña’s memories of Ty. It encouraged others who knew Ty to reminisce their own moments with him.

It provided the public a glimpse of Ty as a person and as a superior. Sobrepeña worked with Ty for more than 20 years, in what he describes as nation building from the ground up.

His tribute aspired to make known Ty’s generosity of spirit, inspire others by his life and works, and convey the Metrobank Foundation’s programs and initiatives contributing to the lives of their target beneficiaries.

The speech was not just about the good Ty had done, but highlighted his philanthropy as the expression of the meaningful life he chose to live. The tribute conveyed Sobrepeña’s close personal and professional relationship with Ty, allowing the public a glimpse into Ty’s person not widely known outside his circle. He described their morning teatime as occasion to discuss current events, their work and their families.

Many in the audience who heard the eulogy shared how the Metrobank founder motivated them to give back to the community following their own successes. Beneficiaries of Ty’s philanthropic endeavors also expressed gratitude for the Metrobank Foundation’s programs which Ty conceived. His philanthropic legacy prospers in the hearts of those he helped and inspired. Heightened awareness of his advocacies honors not just his life and works but promotes generosity for the benefit of one’s fellowmen.

The excellence award received by Sobrepeña for his tribute to Ty is a timely recognition for the late Metrobank Group chairman whose birth anniversary falls on Sept. 5.

Delivering a response on behalf of the awardees, Lt. Col. Baldomar said “there is no higher calling than to serve our country in any capacity that we can. There is nothing more fulfilling than to see the impact of our service in the lives of others. Sometimes we are called upon to serve our country in ways we didn’t expect. But we do our job beyond excellence because our country is worthy of our excellence.”

Lt. Col. Baldomar, AFP’s Community and Organizational Transformation Warrior, was assigned in 2001 with Bravo Company, 37th Infantry Battalion, 6th Infantry Division, Philippine Army and subsequently became its Company Commander. In this capacity, he rallied his troop in responding to the plight of the 95 internally displaced Tiruray families at Sitio Kyamko (Hill 224), Barangay Maitumaig, Datu Unsay, Maguindanao.

In 2014, he was designated as Chief of the Strategic Communications Branch under the AFP’s Office for Strategic Studies and Strategy Management. He, together with the team, steered the development and implementation of the AFP Transformation Roadmap strategic communication plan called “Horizon 1”.

The legacy of Dr. Cristobal, Quezon City’s Veteran Innovator in History Instruction, in the Philippine Science High School (PSHS) can be best captured by her initiative to inspire changes to the students’ perspective towards learning history. She introduced a teaching strategy that requires grade 7 learners to use primary sources in studying history.

Outside the system, Dr. Cristobal actively engages in providing teacher-training for Islamic teachers. Together with Ateneo de Davao University, she organized “Buklod Guro”, a program where best teaching practices of PSHS teachers are shared to madaris (Islamic schools) in several schools across Mindanao.

P/Col. Quilates, Batangas’ Vaguard of Public Safety, paved the way for the launch of Oplan Iron Curtain, colloquially known as ‘lockdown’, in 2018. Premised on unified command and coordination, this approach is hailed as best practice, and is key to the successful arrests of notorious criminals, resulting to lower crime rate in the province and in the entire CALABARZON region.

Wearing his hats as both officer and legal practitioner, he initiated the Agapay Kabayan campaign which involves community extension programs that aim to provide indigent communities’ basic needs as well as make legal assistance available to the public, among others.

The awardees underwent a rigorous selection process and were chosen from hundreds of nominations. A Board of Assessors, composed of members from the government, academe, military, and NGO sectors, identified semi-finalists through a review of documents submitted. Eighteen (18) finalists were chosen whose accomplishments in service and community underwent the field validation process spearheaded by third-party organizations-the Philippine Social Science Council (PSSC) and the Career Executive Service Board (CESB). This process verified the significant contributions of the finalists to their respective fields and communities of influence.

The 19 finalists were interviewed by a multi-sectoral Final Board of Judges chaired by Senator Sherwin “Win” Gatchalian and co-chaired by Supreme Court of the Philippines associate justice Alexander Gesmundo. Western Visayas’ Paragon of Inclusive Education

Iloilo-based teacher Dr. Dorothy S. Tarol’s story reflects her solid stance on inclusive education. Progressively losing her hearing at 35, Dr. Tarol has shifted her teaching career to cater to students with disabilities at the Special Education-Integrated School for Exceptional Children (SPED-ISEC) in Iloilo City.

She is best recognized for writing and implementing in 2011 an action research entitled “Buddy-Mediated Instruction (BMI): Pivotal Strategy for Spelling and Social Skills for Students with Hearing Impairment” which aims to develop a student’s basic literacy skills.

Dr. Tarol also advocates for equal career opportunities for persons with disabilities. In 2007, she co-founded an organization registered as the Association of Late-deafened, Deaf, and Hard-of-Hearing for Education, Advocacy, Research and Support (ALDHEARS). Dr. Tarol holds a Master Teacher II position at SPED-ISEC since 2015, and is a registered guidance counselor.

Quezon City’s Veteran Innovator on History Instruction

The legacy of Dr. Cristina B. Cristobal, Special Science Teacher 5, in the Philippine Science High School (PSHS) can be best captured by her initiative to inspire changes to the students’ perspective towards learning history. The approach provides opportunities for students to analyze documents, review data and construct historical narratives firsthand—a deviation from the traditional learning through textbooks and memorization.

Philippines’ Foremost World War II Historian

Acclaimed historian Dr. Ricardo T. Jose, currently a Professor 12 at University of the Philippines Diliman, has spent 40 years filling the gaps in the country’s past, more profoundly on the subjects of Philippine diplomatic history, Philippine military history, the Philippines under United States of America’s (USA) colonial rule, and the tie between the Philippines and Japan.

Tagged as the country’s foremost scholar on World War II in the Philippines and the Asia-Pacific, Dr. Jose has produced a body of work that serves as the foundational literature on the study of the Second World War.

To many of Dr. Jose’s generations of students, he is often remembered as someone who would bring historical artifacts such as helmets, air raid sirens, and yellowing photographs during class discussions.

Philippines’ Prime Mover of Genomic Medicine and Education

Dr. Eva Maria C. Cutiongco-de la Paz, Professor 10 of the College of Medicine, UP Manila and Executive Director of the National Institutes of Health, has dedicated her 22 years in the teaching profession to a branch of biology concerned with the study of genes called genomics.

She, along with her colleague Dr. Carmencita Padilla, established a Clinical Genetics Fellowship Program, the first and only one of its kind teaching and training program in the subspecialty of Genetics in the country. As the first training officer, she was able to lay the groundwork in equipping Filipino clinicians and researchers about the role of genetics in health and disease.

Further, she is currently part of an international team of experts with an extraordinary mission to advance the understanding and ability to treat X-Linked Dystonia Parkinsonism or XDPa brain condition causing involuntary movements of the body (dystonia) combined with parkinsonism, primarily afflicting some Filipino males born to mothers who come from the Panay Group of Islands.

Marawi’s Lead Explosive Ordnance Disposal Expert

Philippine Navy’s Special Operations Warfighter

Nineteen years into the military service, Maj. Romulo G. Dimayuga II has held a number of key positions as a Marine officer and has rendered game-changing contributions to the military.

His stints as Intelligence Officer of Marine Battalion Landing Team-4 and Operations Officer of Marine Battalion Landing Team-12 marked his crucial role in the successful counter-communist insurgency operations against armed lawless groups in Northern Palawan. These efforts have contributed to the declaration of Palawan province as a “Zone of Sustained Peace, Development, and Prosperity” in 2014.

Inside his institution, Maj. Dimayuga led the standardization of training programs that aims to improve the combat effectiveness of the Force Reconnaissance Group, Philippine Marine Corps’ elite unit, and the Marine Battalion Landing Team-12’s Scout Sniper Squad.

AFP’s Community and Organizational Transformation Warrior

His career accomplishments can be traced back to his being a pioneer of the Philippine National Police’s (PNP) Anti-Cybercrime Group in 2013, born out of the Republic Act 10175 “Cybercrime Prevention Act of 2012.” He helped develop the unit’s operational and administrative manual outlining the guidelines or protocols for cybercrime investigation.

His expertise was key to the arrest of a notorious outlaw considered the No. 1 hacker in Korea by the Korean National Police Agency in 2011 and was included in Interpol’s Wanted List.

As one of PNP’s most sought-after lecturers when it comes to cybercrime investigation, P/Maj. Reyes strives to raise awareness among his peers on the proliferation of cybercrimes and the role of the local force to combat this so-called crime without borders.

Batangas’ Vanguard of Public Safety

P/Col. Edwin A. Quilates believes that his badge stands for his oath to channel all his energies into combating crime in all its forms.

Currently the Provincial Director of the Batangas Police Provincial Office, P/Col. Quilates’ mission to make the province crime-free paved the way for the launch of Oplan Iron Curtain, colloquially known as lockdown, in 2018. Premised on unified command and coordination, this approach is hailed as best practice, and is key to the successful arrests of notorious criminals, resulting to lower crime rate in the province and in the entire CALABARZON region.

P/Col. Quilates is also a lawyer. Wearing his hats as both officer and legal practitioner, he initiated the Agapay Kabayan campaign which involves community extension programs that aim to provide indigent communities’ basic needs as well as make legal assistance available to the public, among others.
